Titanium is not non-sparking. For a flammable atmosphere the correct material is beryllium copper. Titanium is also less stiff than steel and costs more.

Cryostat and low-field instrument work specifies non-ferromagnetic lab interfaces for the same reason, and magnetometer survey platforms minimise ferrous mass throughout.
We have not found a published requirement that quantum hardware assembly uses non-magnetic hand tools, and we are not going to claim one. Grade 5 titanium has tensile strength comparable to many tool steels. It is less stiff, so it flexes more under the same load, which the tool design compensates for with thicker sections. For normal hand-tool torque there is no practical strength penalty.
